Smaller is safer, in the context of data loss (a unreadable file) due to error in a single byte/region of the file/disk. The quality does not change in the context of a 'presentation' - to be shown through a projector or full screen on monitor with limited resolution. I agree these statements are strikingly deceptive to most people, though.
